      <title>ABSTRACT</title>
      <p>The Sand Island Wastewater Treatment Plant in Honolulu became the focus of a prolonged dispute involving wastewater science, environmental law, public finance, and infrastructure governance.  Hawai‘i long maintained that its offshore discharge conditions justified departure from the mainland norm requiring secondary treatment for municipal wastewater plants.  That position gained temporary regulatory acceptance because earlier marine monitoring did not consistently show severe ecosystem damage from primary-treated effluent.  The dispute changed, however, when the concerns of federal regulators extended beyond conventional treatment indicators such as biochemical oxygen demand and total suspended solids to ammonia, bacterial control, whole-effluent toxicity, and pesticide-derived carcinogenic compounds.  Since the federal waiver denial and the subsequent consent decree, Honolulu has faced a difficult policy choice: invest roughly $2.3-$2.5 billion in upgraded treatment facilities or pursue lower-cost alternatives that may reduce exposure pathways without fully addressing the pollutant profile cited by regulators.  This paper offers a case-based interdisciplinary assessment of the controversy by sequentially examining the scientific and technical basis for secondary treatment, the legal and regulatory framework, stakeholder objections, governance concerns, and policy trade-offs associated with implementation options.  It argues that additional treatment is scientifically supportable and legally difficult to avoid, but implementation should remain open to optimization through phasing, pollutant-focused design, enhanced monitoring, and safeguards against opacity and undue influence.</p>
