The delivery of major public infrastructure projects is inherently exposed to significant risks arising from technical complexity, design challenges, extended execution periods, and constraints on financial resources. Within the framework of the new Italian Public Procurement Code, the establishment of the Collegio Consultivo Tecnico (Technical Advisory Board, CCT) has become mandatory for public works exceeding the European relevance thresholds. The CCT acts as an impartial technical body positioned between contracting authorities and contractors, with the purpose of preventing and managing disputes that may hinder or compromise the timely and orderly execution of public works, including issues giving rise to contractual claims or reservations. In this context, the CCT emerges as a potentially essential mechanism for dispute avoidance and early dispute resolution. This paper outlines the relevant legal principles and the regulatory guidelines introduced by the Italian legislative framework and presents the authors’ experience with the CCT established during the construction of the Baganza River flood expansion basin in Parma. Despite the adoption of advanced construction technologies and the attentive oversight by both the contracting authority and the contractor, the CCT played a critical role in addressing and resolving some issues that surfaced at the early stages of the project.
