ABSTRACT

This study presents a Value Analysis (VA) assessment to improve the design and lifecycle management of an existing crane-suspended personnel platform (CSPP), commonly known as a man basket, used in industrial crane and heavy-equipment operations. A CSPP is a personnel-lifting device attached to a crane hook block to provide safe access to elevated work locations where conventional aerial-access equipment, such as man lifts, bucket trucks, or scissor lifts, cannot be deployed. The study was initiated after a design mismatch was identified during closure of a safety observation. The assessment identified opportunities to improve platform design, operational use, maintenance, and storage. It followed the SAVE International Value Methodology Job Plan and incorporated the design, construction, inspection, maintenance, and testing requirements of ASME B30.23-2022. Four improvement ideas, two suggestions, and three implementable recommendations were generated. The recommended improvements are projected to provide approximately 29% cost avoidance while maintaining compliance with applicable ASME B30.23-2022 safety and performance requirements. The findings demonstrate that Value Analysis can reduce lifecycle cost while preserving safety, compliance, and operational reliability.
