ABSTRACT

Sustainable urban planning represents a key challenge for national development strategies in Latin America, where the lack of integration between land-use planning tools and sustainability principles in architecture hinders responsible territorial development. This study focuses on the case of the Metropolitan District of Quito, Ecuador, where the Land Use and Management Plan (PUGS) does not incorporate strategic foresight-based guidelines for sustainable architecture. The research adopts a qualitative foresight methodology, applying tools such as the Delphi method, Regnier’s abacus, and MICMAC structural analysis, with input from experts in the public, academic, and private sectors. The results identify twelve key strategic guidelines categorized by time horizon: short-term (water efficiency, material quality, ventilation, environmental impact reduction, natural lighting), medium-term (recycling, spatial flexibility, eco-cultural integration, energy efficiency), and long-term (biophysical alignment, social coexistence, land-use regulation). The analysis highlights environmental impact reduction as the most influential systemic factor. As a policy recommendation, the study proposes the integration of sustainable architecture principles into land-use planning instruments in Quito, aiming to institutionalize sustainability as a core component of urban policy by 2030.
